MCTA Certification Program Information

A. Requirements for Members to Apply for Initial Certification
 

Treasurer or Collector Certification
Successful candidates will be certified as Municipal Treasurer or Municipal Collector, whichever is applicable. To be eligible to make application, a member must meet the following Basic Requirements. He or she must:
 
  1. Be an incumbent Municipal Treasurer or Collector, or District Treasurer, with a minimum of one year in that office by May 31 (application deadline).
     
  2. Be a "full, unlimited" member (Treasurer / Collector) of the Massachusetts Collectors and Treasurers Association for at least three years at the time of Certification. This means that an individual must have been in office as a Municipal Collector and / or Treasurer of District Treasurer for a minimum of three years by September 1 of the year in which he or she applies for Certification OR
     
    1. Be a "full, unlimited" member of the Massachusetts Collectors and Treasurers Association for at least two years at time of Certification (by Sept. 1) and have had at least three years prior service as an officially appointed Assistant Treasurer of Assistant Collector, OR
       
    2. Be a "full, unlimited" member of the Massachusetts Collectors and Treasurers Association for at least one year at time of Certification (by Sept. 1) and have had at least five years prior service as an officially appointed Assistant Treasurer or Assistant Collector.
       
  3. Believe in and practice Code of Ethics of this Association.
     
  4. Comply with all requirements of the Preliminary Application for Certification Test (PACT), submit same and have same approved, prior to examination.
Assistant Treasurer or Collector Certification

Successful candidates will be certified as a Municipal Assistant Treasurer or Municipal Assistant Collector, whichever is applicable. To Be eligible to make application, a member must meet the following Basic Requirements. He or she must:

  1.  Be an incumbent Municipal Assistant Treasurer or Assistant Collector, inside Deputy Collector or Assistant District Treasurer by May 31 (application deadline).
     
  2. Be a member of the Massachusetts Collectors and Treasurers Association for at least two years at the time of Certification (by Sept 1) and have had at least three years prior service as an officially appointed Assistant Treasurer or Assistant Collector OR
     
    1. Be a member of the Massachusetts Collectors and Treasurers Association at time of application (by May 31) and have had at least five years prior as an officially appointed Assistant Treasurer or Assistant Collector.
       
  3. Believe in and practice Code of Ethics of this Association.
     
  4. Comply with all requirements of the Preliminary Application for Certification Test (PACT), submit same and have same approved, prior examination.

Standards for Certification:

An Applicant, in addition to meeting the Basic Requirements as per above, must attain a total of at least 100 points - 50 points in each of the following categories:

Course Requirement Category - Participation in entire Certification program and satisfactory completion (pass examination) of Certification course. Applicant receives 50 points for meeting this requirement.

Experience Category - Applicant must additionally accumulate a minimum of 50 points as follows, but is not permitted to use the same time more than once.

B. Renewal of Certification

An Original Certification is valid for five years from December 31 of the year in which issued. Certification Renewal is valid until December 31 of the year specified. If a second certification is received, it will be valid until the date of the first certification at which point they will have the same issue date.

Renewal is not automatic. To renew certified status, the following is required:

A Certified Individual must make application on or before September 1 of the fifth year following original Certification or Certification Renewal, on the appropriate MCTA form.

A Certified Individual must attend the Annual School and / or Annual Meeting of the MCTA, during the same calendar year, a minimum of three years of the five years following original Certification of Certification Renewal. Failure to meet his requirement may render an individual ineligible for Renewal (see Renewal of expired or lapsed Certification).

In each of the three years of attending school and / or the annual meeting during that five year interval, a Certified Individual must tale course #201 - "Review of New Legislation" and take 4 additional courses of your choice, in the same calendar year, for a minimum of 3 out of 5 calendar years.

*Credit towards certification renewal is granted for classroom instruction or classroom support at the MCTA Annual School. We encourage our certified members to participate in the School, as an instructor, assistant instructor or monitor.

Renewal of Expired of Lapsed Certification:

A Certified Individual who fulfills the three year course and attendee requirements but neglect to file application for renewal at the proper time may apply in a subsequent year without taking examination, so long as the period of lapse does not exceed two years. In such an instance, renewal will be valid only until December 31 of the year which would have been the normal Certification Renewal year.

A Certified Individual who fulfills the three year course and attendance requirements but does not apply for Renewal of Certification at the proper time, and whose period of lapse exceeds two years but is not more than five years, is required to take and pass the Certification examination to obtain renewal of Certified status.

A Certified Indivudal who does not apply for Renewal of Certification at the proper time, does not fulfill course and attendance requirements and whose period of lapse exceeds two years, is required to attend School for a minimum of two years subsequent to his or her Certification Anniversary date or last Renewal Anniversary date and must take and pass the Certification examination to obtain renewal of Certified status.


C. Application to Change Certification Status

If an individual is promoted from an assistant Treasurer or Collector to an Incumbent Treasurer or Collector they can apply for a change of status if they: Have a minimum of 1 year of service in that office and their Certificate of Application is signed by the City / Town Clerk.
