To paraphrase Springfield’s/Western Mass’ own Aaron Lewis, as a member of Staind, “It’s been a while...” since I have updated everyone…
First I would like to thank everyone that responded and voted via Survey Monkey to the proposed bylaw change. Both changes passed by a wide margin, and have been incorporated into the bylaws (which can be accessed on our website). In today’s crazy environment, and dealing with everything we have to as public officials during this time, it was good to see the level of response. The MCTA is our association and the members make it strong and viable.
The budget for FY2021 was passed by the Executive Board yesterday. Due to the emergency order and the pandemic, we, as municipalities, are facing budget constraints. The MCTA is no different. While we will continue to strive to provide the best for our membership, i.e. pushing/monitoring legislation at the State House through our legislative lobbyist, and providing educational opportunities with relevant subjects at our meetings, the next couple of years will feel the effects of this shutdown. Please be patient and understand the decisions by the Executive Board are made with all members in mind.
In Education news, everyone is aware that the annual school at UMass has been canceled. However, the Education Chair, Barbara Barry and I have are discussing if, how and when the Certification Exams could be administered. It is an ongoing discussion, but if you have completed all courses required to take the exam, please make sure you submit your PACT application by May 31st (5/31/20).
Also, there are two new sub committees being formed under the Education Chair, the Certification Exam Review Committee (CERC) and Course Review Committee (CRC). These committees will be responsible to review and make recommendations to the Education Chair to bring to the Executive Board regarding the classes offered at school, and the grading and reviewing exams and exam questions. If anyone is interested in joining either committee, please contact our Executive Director, Beth Whitman, and copy the Education Chair, Barbara Barry.
Which brings me to the question of involvement in our Association. As I stated earlier, the Association is here for the benefit of all our members, in order to do that, everyone needs to get involved. Currently there are two openings on the Legislative Committee and one, maybe two openings on the Education Committee. I would encourage all members to consider serving on one of these committees. You will learn a lot, have a say in our association, meet new people, and have a lot of fun!
Now that the business items are done, it is time for the fun, happy items!!
At the Executive Board Meeting yesterday, nominees for officers and the open seats on the Executive Board were reviewed, discussed and voted on. So I would like to take this time to announce our new officers/Executive Board members who will be taking office effective July 1st.
- President Michelle Hill – Southwick
- 1st Vice President/Legislative Chair Chris Sweet – North Attleborough
- 2nd Vice President/Vice Legislative Chair Barbara Barry – Sturbridge

Executive Board Members

I also want to take this time to thank the following Executive Board members who have decided to step down from the Executive Board. Their contribution over the years cannot be overstated, and from a personal standpoint I would not have been able to get through this year without them. They provided voices of reason and often helped me with sound practical advice.
- Barbara Auger – Tauton
- Ellen Guerin – Boxford
- John Sousa – Chelmsford
Join me in extending congratulations to all the new officers/Executive Board members as well as saying goodbye to our outgoing Executive Board members. Our Association has been in, and will continue to be under great leadership!
Enjoy having it be spring, but don’t forget Polar Vortex may bring snow this week! Stay safe and healthy and as always I look forward to when we can all get together!
